English Heritage have listed Plymouth's Civic Centre building.

The council and a great majority of Plymouth's people would like to see this 60's building knocked down and the site re-developed ?

Your question appears to be an unsupported statement with a question mark at the end.  No one has carried out any objective survey of the opinions of Plymouth people so how can this statement be supported ?  Some members of the Council seem to have wanted the demolition of the civic centre, but may rethink in light of the evident importance placed on the buildings by English Heritage. The 'new look' Plymouth must balance tradition with modernity, there has already been too much destruction.  Is Drake Circus Mall an example of the new development we might expect on the Civic Centre site?  Most cities have the 'Town Hall' symbolically placed at or near the centre, as Plymouth has the Civic Plaza and the centre on it. Should we move it to Millbay to symbolise the declining relevance of local government?

Plymothians and councillors have lately been fed widely varying and dubious cost estimates for the refurbishment and deluded as to the structural condition of the building. It is the cladding that is detereiorating, and has reached the end of its life. It has needed replacing for years.  Who is putting out this misleading information and why? There is your story.
